No public works director or transportation department says hey, we don't care if people speed on our roads, cause crashes, and put pedestrians at risk. But how proactive are you in keeping your roads safe?

For many cities, that answer is very. But if it isn't for yours, it may be time to take action.

The best way to ensure that you're putting traffic calming where it's most needed and not just slapping a bandaid on problems as they arise is to have a plan in place of how to address issues.

Cities with the most effective traffic calming programs have point systems to determine when and where traffic calming is needed most.

By allocating points to streets based on an established formula, you can target dangerous speeding behaviors in a way that makes sense, creating safer roads for everyone who uses them.

For more information on how to build a traffic calming program from the ground up, check out our popular municipal traffic calming guide.
<span style="font-family: "tahoma" , "geneva" , sans-serif;">The summer months are actually among the most dangerous on the roads and precisely because of that sense of security that warm weather and clear roads bring. As drivers lower their guard, they tend to relax their driving standards, becoming less vigilant than they might be in the snow or rain. The results can be deadly. Car crashes are often at their highest during the summer months while recent data showed August as second to highest for fatal crashes while July and August were among the highest of the year for crash injuries.

<span style="font-family: "tahoma" , "geneva" , sans-serif;">Making sure that cars are traveling at safe speeds and that drivers stay alert is important all year long. But for much of the year, nature does her part to keep drivers on their toes. While the perils of distracted driving beckon drivers all year long, conditions like snowy roads, pouring rain, or slippery leaves can be enough to urge drivers to focus on the road ahead.

<span style="font-family: "tahoma" , "geneva" , sans-serif;">Nature has the right idea by creating changing road conditions to keep drivers focused. In fact, the earliest traffic calming configurations were made precisely to make driving more challenging in order to stop speeding. Physical devices such as speed humps or cushions compel drivers to focus on navigating their cars carefully. Brightly lit speed signs are another powerful way to grab drivers attention and return their focus to their driving. <span style="font-family: "tahoma" , "geneva" , sans-serif;">The South Carolina Port Authority is one of the fastest growing major ports in the US with over $150 million of cargo passing through daily. To improve accountability for trucks traveling in and out of the port, a gate entry system takes a photo of each truck’s equipment. The challenge is that photos can only be captured at 8- 12 mph. When trucks don’t reach the target speed, they slow the cargo delivery process and create needless traffic by circling back for a second try.

<span style="font-family: "tahoma" , "geneva" , sans-serif;">For a solution to work to address the truck speed issue, several features were imperative. The Ports Authority needed to be able to regulate truck speed, notify incoming trucks of speeds, message drivers to slow down or speed up, inform drivers when they should maintain their speeds, and be completely programmable from office in Charleston, SC to any port in the state.

<span style="font-family: "lucida sans unicode" , "lucida grande" , sans-serif;">On roads where speed limits change, it can be hard for drivers to remember, or keep track of different speed limits. Whether entering a school zone, an area where construction is taking place, or just moving from business to residential streets, drivers encounter shifting speed limits every day. Do they notice? No matter how prominently a speed limit sign is displayed, drivers may not notice changed limits, inadvertently putting children, workers, and pedestrians at risk.
<span style="font-family: "lucida sans unicode" , "lucida grande" , sans-serif;">How Are Speed Limits Decided?

<div style="color: #333333; font-family: Georgia, "Times New Roman", Times, serif; font-size: 17px; line-height: 24px; margin: 0px;">
<span style="font-family: "lucida sans unicode" , "lucida grande" , sans-serif;">The most obvious and most decisive aspect in deciding speed limits is safety. There is a simple statistical relationship between speed of vehicles and severity of crashes. In areas where pedestrians are more likely to be present, such as students walking to school, construction workers repaving a roadway, or children riding bikes outside their homes, lower speed limits can mean the difference between life and death. In addition, the speed of vehicles has been shown to be directly impacted by speed limits.

<div style="color: #333333; font-family: Georgia, "Times New Roman", Times, serif; font-size: 17px; line-height: 24px; margin: 0px;">
<span style="font-family: "lucida sans unicode" , "lucida grande" , sans-serif;">If speed limits are so crucial to driver and pedestrian safety, how can cities make sure they are more prominent so that drivers are more likely to notice them? Today’s distracted, electronically stimulateddrivers may not notice a changed speed limit sign on the side of the road. However, variable speed limit signs such as the SafePace 550 display speed limits in brightly lit LEDs, which are far more visually stimulating than simple black on white numbers.

Most bike crashes take place in urban areas, between 6-9 pm, and not at intersections. Most bicyclists that are killed or injured are male and the average age has slowly inched upward over a 10 year period from 39 to 44.

4. Dedicated bike lanes really do make a difference. One study in New York found that injury rates fell significantly on roads where protected bike lanes were installed. In San Jose, CA, protected bike lane curbing is used to physically diverts vehicles from bike lanes.

<span style="font-family: "lucida sans unicode" , "lucida grande" , sans-serif;">5. Walking and biking are growing in popularity and are healthy for the body and the environment. However, since vehicles move so much faster than legs or bikes, pedestrians and cyclists are always at a disadvantage when sharing the road. Effective complete streets not only are responsive to the needs of all users but require effort from all as well. Safer streets certainly need better design such as walking or bike lanes and vehicle slowing measures such as speed humps, road narrowing, and speed display signs. However, most importantly, they need the care and concern of drivers, riders, and walkers to share the road with everyone who uses it.

Snow, ice, and slushy pavement cause 44% of weather-related crashes. Even savvy winter drivers with well equipped cars have to share the roads with many others who aren’t. Autumn brings changing weather, wet road surfaces, heavy winds, shorter daylight hours, and more student pedestrians and cyclists headed to and from school while spring often means wet or even slushy pavement. Rain causes 46% of weather related crashes while wet pavement causes a whopping 73% of such accidents. No season offers foolproof driving.

However, there was no system in place to ensure that the cars were treated with the same level of car once they were driven out of the plant to the holding area. This age group accounts for 14% of the total US population. The number of licensed drivers in the US increased a whopping 27% in the past ten years. The NIH reports that elderly drivers are the least likely to be involved in crashes involving alcohol or speeding but are more likely to get into accidents at intersections and when merging, both situations in where other drivers may be going faster and have quicker reflexes.

<span style="font-family: "lucida sans unicode" , "lucida grande" , sans-serif;">Many engineers, cyclists, pedestrians, and health professionals advocate for Complete Streets. When we think of streets that offer safe access to all users, we often think of motorists, cyclists, and pedestrians. However, the elderly population, who comprise 44.7 million people in the US, need to be considered as well. Whether that means incorporating more speed control devices such as speed humps so that younger drivers don’t speed in areas frequented by slower driving seniors, having longer crossing times for seniors who may be using canes or wheelchairs, or using speed indicator signs to remind elderly drivers of their speeds and ensure they are alert, safer streets for all need to take all ages into account.

<span style="font-family: "lucida sans unicode" , "lucida grande" , sans-serif;">Hearing, vision, reaction time, and physical changes affect different people at different ages. Ultimately, as the NIH points out, it’s a person’s health, and not their age, that determines their ability to continue driving safely. An elderly person is more likely to suffer from conditions such as diabetes, arthritis, dementia, stroke, or Parkinson’s disease, all of which can affect one’s ability to drive safely. The NIH website features videos of what it’s like to drive with each of these conditions to offer insight to drivers and their family members. It’s important to remember that the most fundamental component of safer roads is safe drivers.

On roads where there are generally not safety concerns, weather can present unique challenges. With increased friction in bad weather, vehicles are more likely to travel too fast and collisions become more frequent.

In the city of Lethbridge, ON, the municipality used the SafePace 550 variable speed limit sign to simply change the speed limit in bad weather. The SafePace 550 displays the speed limit and can be programmed to change based on weather reports or even in the moment when weather takes an unexpected turn for the worse.

The signs were installed on a roadways with average daily traffic of 50,000 vehicles and a long history of weather related collisions including multi car pileups.

The SafePace 550 was used in conjunction with the SafePace Cloud to program the sign remotely as well as to gather data and record traffic statistics. The sign proved a powerful tool in lowering vehicle speed limits, and remarkably, there were no collisions reported at all during weather events when the speed was reduced.
